SWETIC's recommendations for strengthened supervision of amusement parks
The government has appointed a special investigation committee with the aim of increasing the safety of fairground facilities. The task of reviewing measures for strengthened supervision of fairgrounds is to be reported no later than 7 April and the final report is to be submitted on 7 October 2025. In response to this, SWETIC has developed recommendations that we believe can contribute to strengthening safety.
These recommendations were made at a meeting with those responsible for the investigation. Some of SWETIC's most important messages, based on the experience and insight that the industry has built up over a long period of time, are:
- Clarify the division of responsibilities between owners, responsible regulatory authority and inspection bodies to ensure that all parties know their obligations and responsibilities.
- Introduce clearer requirements for the scope of regular inspections and for extended inspections and testing according to the guidelines specified by the manufacturer to be documented.
- Require that all changes to devices and potential security flaws be documented and reported to improve traceability and ensure that all changes and potential flaws are properly addressed and can be presented to an accredited inspection body.
- The police authority, which is currently responsible for the regulations and their supervision, lacks resources in the area. Closer cooperation and harmonization with regulations handled by, for example, the Swedish National Board of Housing, Building and Planning and the Swedish Work Environment Authority would help ensure that both maintenance and changes that affect safety are controlled consistently and effectively.
- Strengthen the routines for periodic and ongoing inspection of the amusement park.
– We note that the area of supervision is growing, with more and more amusement and adventure facilities that are often increasingly spectacular and therefore more risky. Strengthened control is therefore not only necessary based on the current situation, but especially important to ensure individual safety in line with the increased supply and complexity of the devices, says Jörgen Backersgård, Chairman of SWETIC.
