FOS 2019-33: Function of elevators in the event of a fire – clarification
Question: What requirements are placed on elevators that have a function that takes the elevator out of service in the event of a fire (SS-EN 81-73)
Answer: The technical requirements are described in SS-EN 81-73, however, some requirements may need to be clarified. Some common questions asked are as follows.
1. Location of the fire smoke detector?
– If the property has an automatic fire alarm system or smoke detector that is directly connected to the elevator control system, the location is chosen by the property owner. If the functions are directly connected to the elevator, routines need to be created to test the function of the detector/system (see SBF110:8). To facilitate this, the detector should be able to be checked without having to enter the elevator shaft. The fire protection description should describe the location of the detector. Location and testing of the property's fire alarm system/detector are not included in the inspection bodies' obligations, therefore test reports from fire experts are accepted.
2. Location and design of manual recall device?
– Manual triggering of the recall device should be placed 1.0–1.2 meters above the floor but must not be placed higher than 1.6 meters or lower than 0.8 meters above the floor (SBF110:8) at the shaft door or its vicinity in the evacuation plan.
– Clearly marked so that its location and purpose cannot be mistaken and suitably signposted for its purpose. If it is accessible to all, the size of the sign shall be at least 50 mm and made in accordance with EN ISO 7010, P020
– Protected from misuse, for example by placing the button behind a protective glass. In a public environment, resetting the alarm button should only be carried out by an authorized person. The color of the recall device is not described in SS-EN 81-73.
3. Placement of signs (EN ISO 7010, P020)
– In connection with or on all shaft doors. It is recommended that the sign is placed no higher than 2m from floor level.
4. Open or closed car/shaft door at evacuation level?
– According to national regulations, the elevator can park with the car and landing doors open or closed. Fire compartment classification is crucial.
5. Instruction
– Instructions shall contain information on the behavior of the elevator in the event of a fire. It shall be clearly stated how to test these functions during the periodic inspection, regardless of the signal from the building's fire alarm system. Instructions shall also contain information on the primary and any secondary evacuation plan.
