Question: How should inspection companies handle the elevator's ability to be taken out of service in the event of a fire during construction?
Answer: According to the Lift Directive 2014/33/EU, a lift must meet the requirements of the directive before the notified body can issue a certificate of final inspection or certificate of conformity.
To comply with point 4.10 of the Lift Directive, control circuits that can be used in the event of fire shall be designed and constructed so that the lift can be prevented from stopping at certain landings, leaving priority for rescue personnel to operate the lift. the lift can be designed according to EN 81-72 or EN 81-73. These functions cannot be handled as deviations in a risk analysis.
If the lift is to be taken out of service in the event of a fire by being connected to the property's fire alarm system at a later date when the installation is complete, a manual release device can be temporarily fitted, for example. The risk can also be managed in the developer's routines in the event of a fire during the construction phase and should then be presented to the inspection company.
Rescue elevators
The elevator's characteristics as an emergency elevator may be difficult to meet during the construction phase, however, the elevator must be taken out of service in the event of a fire. This can be met, for example, by following EN 81-73.
